Why Did We Build the Portal?
The Manitoba Collaborative Data Portal (MBCDP) aspires to be a single place for Manitobans to find the data they need to support their work in communities. On the MBCDP, community and government organizations and agencies can easily find a wide range of neighborhood and local-level information. The information can be used to support programs and policies, engage the public, conduct further analyses, and better understand our province and the people in it.
Who Are WE?
Initiating partners of the Manitoba Collaborative Data Portal are the Social Planning Council of Winnipeg, the Manitoba Center for Health Policy (University of Manitoba), the Institute of Urban Studies (University of Winnipeg), PEG Winnipeg (United Way Winnipeg, International Institute of Sustainable Development), and Population and Public Health Surveillance, Winnipeg Regional Health Authority.
The MBCDP is organized as a Collective Impact project, with the Social Planning Council of Winnipeg acting as the backbone organization. Collaborating partners provide in-kind resources to the project and technical support and expertise.
The MBCDP is also supported through a Community Practice group with representation from a wide variety of stake-holder groups including the City of Winnipeg and the Province of Manitoba. The Community of Practice collectively acquires, produces, and disseminates the information the MBCDP.

Collaborative Knowledge Development
The Manitoba Collaborative Data Portal is built upon the premise that a knowledge base that is collaboratively assembled by content experts, community stakeholders and end-users of the data working together will have greater impact and utility than a knowledge base produced in silos. To this end, a cornerstone of the MBCDP are Knowledge Portals, which bring together in one place extensive information about a particular topic of interest that has been curated by a knowledgeable group of content experts, community stake-holders, and end-users. Knowledge Portals include relevant background information on a topic, exploratory data tools such as interactive maps and dashboards, and links to relevant on-line resources
Open Data
The Manitoba Collaborative Data Portal embraces the principle of Open Data. Open Data is the idea that data should be made as freely available to everyone as possible to use and republish as they wish, without restrictions from copyright, patents or other mechanisms of control. In this way, data becomes a public good that can be used to engage the public, plan our programs, advocate for societal changes that maximize health and well-being, and ensure public accountability.
Low Cost and Flexible Cloud-based Web Services
We have built out the Manitoba Collaborative Data Portal using low-cost and flexible cloud based web services. Our annualized costs for these services is approximately $1500 per year.
Web-site: The web-site was built using the on-line Weebly web-site development platform. Weebly allows the rapid development of a web-site at low cost and does not require significant expertise in web-site development. It facilitates a collaborative approach by allowing the granting of selected page editing permissions to multiple authors so that sections of the portal can be maintained independently by project leads.
Interactive Web Maps: The interactive maps implemented in the Manitoba Collaborative Data Portal were developed using Mango Maps, a very robust and low-cost online mapping service. Advanced license levels of Mango Maps facilitate collaborative map development through the granting of role-based map editing permissions. Mango Maps was chosen for this project because of its low annual costs, its deployment simplicity, its user-friendly user-interface, its potential for collaborative authoring of map products, and its geoprocessing capacity which allows end-users to go beyond simple map visualization and to interact flexibly with the map data to create custom reports and outputs.
Interactive Dashboards: The interactive dashboards implemented in the Manitoba Collaborative Data Portal were developed using Tableau and published via Tableau Public Tableau allows us to take a static excel spreadsheet of data and turn it into an interactive tool that end-users can use dynamically to ask "what if" questions in order to gain new insights and ideas.
